On the basis of sufficiently summarizing the previous implementation experience, the Measures highlight pertinence, guidance and operability, further reform the mechanism, strengthen supervision, promote fairness and openness of oil and gas pipeline network facilities more vigorously, and better create a fair and open institutional environment, which is embodied in the following four aspects.
(1) The Measures emphasize the institutional basis for promoting fair and open facilities in oil and gas pipeline networks. Since 2014, China has gradually explored ways and means to implement fair and open oil and gas pipeline network facilities. (2) The Basic Principles of Fair and Open Facilities for Oil and Gas Pipeline Networks are clearly defined in the Measures. (4) The Measures strengthen the supervision measures for fair and open facilities of oil and gas pipeline networks. While vigorously promoting the opening of oil and gas pipeline network facilities, the Measures have strengthened the supervision of the fairness of open services. Focusing on information supervision and credit supervision, the Measures provide for on-site supervision, coordination and mediation, complaint reporting, supervision notification, accountability investigation and other supervision measures, forming a relatively complete regulatory system and framework. In particular, the Measures highlight the importance of fair and open services under the contract management mechanism. By strengthening supervision over contract negotiation, contract signing and contract performance at different stages, the Measures will promote oil and gas pipeline network facilities operation enterprises and user enterprises to form equal market position, fairly and reasonably agree on terms and contents, and be strict.
